This article examines the professional competence of a modern preschool teacher and outlines the historical background of the approaches used to develop a teaching and methodological package for professional disciplines and modules of a secondary vocational education program in Preschool Education. The article presents the structure of the package, illustrating its content through the example of the core discipline Preschool Pedagogy.

The article shows that the work of a modern preschool teacher — a specialist who focuses on the development of a child in the early years of life — requires a new level of training quality. Herzen University has a strong tradition of training professionals for the preschool education system, dating back to its Pedagogical Institute of Preschool Education founded in 1918. At present, the university carries out systematic scientific and practical work on this issue. The key indicator of training quality is professional competence, which is an integral characteristic of the ability to solve professional tasks.
Since 2023, the university has been implementing a secondary vocational education program in Preschool Education (field of study 44.02.01). The program required a teaching and methodological package for organizing students’ independent work, and the development of such a package became a crucial scientific and methodological task. The article presents the results of work on the discipline Preschool Pedagogy, which serves as a core component of specialized training. The article describes the principles of content selection (such as the culturological principle, fundamentality, humanization, practical orientation, and advanced learning), along with the goal and objectives of the discipline. It is shown that the change in teaching methods is associated with the transition from a ‘knowledge-based’ to a ‘competence-based’ approach, prioritizing the development of the student’s professional position.
